Two genius students, a blonde girl and a white-Japanese boy, graduate from college together. The girl, Dr. Tamera Tampkin, has a BA in physics and minored in child psychology. The boy, Dr. Smartaki, has a BA in physics and minored in electronics-engineering. They were best friends, until he came into the picture.

Dr. Tampkin loved children; so, she got a government gig working with the mentally impaired. She was given a grand task of evaluating a 'mutant' being held by the government. A mister William Theodore Wayne-Garth, was a mutant with a millionaire's inheritance. Her job was to exam his behavior in public for his value to society. If he didn't pass his evaluation, he'd be locked up in some secret lab for the remainder of his life. Mr. Garth could be described as slow at best. But, his superhuman power was vast, with him being invulnerable and able to lift 100's of tons. He could escape at any time, which would make him seem to be a LETHAL threat.

In Japan, Smartaki got a job at AIXCORP's engineering department. He started creating gadgets and prototypes of devices for them; but he wanted more- - - money and authority.

One weekend, Dr. Tampkin visited Japan to see her old friend, and fellow genius, Dr. Smartaki. Unfortunately, it was the weekend of the execution of his secret experiment, an experiment that could not only get him fired, but also get him killed. Resultingly, Smartaki absorbed the intellect of Ms. Tampkin, rendering her a dimwhit and him a broodingly spiteful super-genius.

Back in the states, Billy rejects his substitute evaluators and brakes free from the research facility in search of his beautiful tutor, Ms. Tampkin! On his journey, he runs into other west coast superhumans. Not all of them are kind. He does run into one who tells him to wear a costume and see if he can fly. If you can fly you can find who you're looking for faster than running through every city in America. Billy does get a costume and is given a name (by Depeche-Man). That name is eXcellent-mAn, the dimwhitted and kind-hearted protector of all that's cool. By cool, he means: what's hip, fun, and not elitist.

Dr. Smartaki, dubbed the NERD, by the media and superhuman community, goes on the run with former schoolmate, Dr. Tampkin, or BYMBO. On his flight from Japan, he discovers one of his gadget prototypes is a device that allows him to communicate with ALIENS! He does so and summons all alien outcasts and rejects from across the universe and alternate realities to come to his aid on Earth and to help him prepare for their collective revenge mission against all that's cool. eXcellent-man will try to stop him alone, but his long lost family members decide to lend him a hand: MACARIA, PERSEUS, and some of the sons of HERCULES!
